Rule 233
Work can be done by non-governmental organizations

(1) Pursuant to Section 46 of the Procurement Act, in order to procure work from a non-governmental organization, the need, type, time period, quality of work, manpower, operational conditions including operational methods and an estimate of the cost of such work shall be prepared.
(2) In order to carry out the work as per sub-rule (1), the local body shall publish a notice and request a proposal from the non-governmental organization included in the existing list as per rule 70 registered in accordance with the prevailing law with the intention of doing such work.
(3) In the notification according to sub-rule (2), the following things should be disclosed:-
(a) Name and address of the body calling for proposals,
(b) the nature, quantity and other necessary details of the proposed work,
(c) the place where the proposed work is to be carried out and the period within which it is to be completed,
(d) the last date and place for filing the proposal,
(e) Format of proposal,
(f) Documents to be submitted by the offeror with the offer,
(g) Payment terms and tax deductions,
(h) Other matters deemed necessary by the Public Procurement Monitoring Office.
(4) The local body shall prepare the open bond for the proposals received as per the demand under sub-rule (3) in the name of the proposer.
